CityCo, The City Centre Management Company, is the membership organisation representing businesses in Manchester city centre.

Through our diverse networks, we bring together over 1,500 companies. We work across every sector and represent business needs with key partners including Manchester City Council, Transport for Greater Manchester, Greater Manchester Police, Marketing Manchester, and more.

Our network includes Manchester’s leading names – from head offices to independents, property developers to professional services, cultural attractions to bars and hotels.

Part of our work includes managing the City Centre BID (Retail/Leisure/Office Business Improvement District).

What is a Business Improvement District (BID)?

A BID is a designated geographical area where local businesses collectively invest in additional services and initiatives to boost city vibrancy and economic success.

Manchester City Centre BID has been operating for over a decade and commenced a new five-year term in April 2023.

Funding is raised through a levy based on Business Rates, and activities are guided by an agreed Business Plan.

Who Pays the Levy?

Over 600 retailers, hospitality operators, and office tenants across the central commercial district – including Market Street, New Cathedral Street, Manchester Arndale, Exchange Square, St Ann’s Square, King Street, and Deansgate – are current levy payers.

Levy Rate and Rules (2023–28)

The levy rate per hereditament is 1.7% of the rateable value.

BID Business Plan

The City Centre BID is focused around these core themes:

  • Attracting and welcoming visitors through a public events programme and positive PR (The Manchester Flower Festival, MCR Student Social with Manchester Arndale, Halloween in the City, supporting Manchester Village Pride and Manchester Christmas Parade)
  • Improving the trading and visitor environment through additional street cleaning
  • Supporting the BID community through City Hosts and CityCo’s Operational and Business Services

Manchester Accommodation BID

In April 2023, the City Centre BID was joined by Manchester’s first Accommodation BID, representing around 75 hotel operators.

CityCo is a delivery partner of the Accommodation BID alongside Marketing Manchester, managing the City Welcome and Consumer Events streams.
